REPORTS TO: Director Security

SUPERVISES: Security Personnel

SUMMARY: Oversees, monitors and reports on physical security of Austal and its products and services as it relates to shipboard, perimeter, guard and communications security. Accomplishes work through subordinate security personnel and contractors.

AUTHORITIES / RESPONSIBILITIES

The Facility Security Manager

• Shall report to the Director of Security and requires independent judgment and discretion, as well as the identification, analysis and resolution of security-related matters.
• Shall manage and oversee implementation of comprehensive security systems for the protection of employees, business operations, facility infrastructure and both government and commercial programs.
• Shall analyze the data of internal operations, plans and directs installation of electronic security systems, such as closed-circuit surveillance, entry controls, intrusion alarms, and outdoor perimeter and microwave alarms.
• Shall develop and manage shipboard security programs with liaison with ship construction program offices
• Shall assist and oversee compliance with all regulations and laws regarding the operation of the company under the foreign owned parent.
• Shall insure compliance with the National Industrial Security Program Operating Manual (NISPOM) DoD5220-22M, client security directives, and the company's Security Practices and Procedures.
• Shall serve as a liaison with U.S. government security counterparts and commercial partners; and the
• Shall require limited travel to conduct investigations, attend professional conferences and symposia as well as to attend job related training.
• Monitoring for changes in, and making recommendations for improvements to comply with laws, rules, regulations, and policies that govern business activities in your department or subject area.
• Assist in compliance risk assessments and risk reporting in accordance with the Company's risk assessment program.
• Developing, providing, and documenting compliance training, as applicable.
• Compliance monitoring, surveillance, and auditing efforts, and assisting in investigations of suspected compliance violations.
• Act as a Compliance Champion for the organization and work to promote a culture of compliance throughout the organization.
• Support business unit Tier 1 Compliance Lead in responsibilities as required.

QUALIFICATIONS / KNOWLEDGE / EXPERIENCE

• Five (5) years of experience managing a multi-program facility and Department of Defense (DoD) collateral programs.
• Knowledge of and experience with applying Defense Counterintelligence and Security Agency (DCSA) and the 32 CFR Part 117 National Industrial Security Program Operating Manual (NISPOM) procedures to a company's security program.
• Knowledge and skills necessary to maintain a physical security posture of the company facilities commensurate with the level of protection required.
• Knowledge and skill necessary to develop shipboard security requirements related to DoD, USCG, or USN vessels and their associated Security Management Plans or Shipboard Security Plans
• Knowledge and skills necessary to administer communications security (COMSEC) operations within a defense contracting environment.
• A bachelor's degree in a related field is preferred. However, an associate's degree or significant work experience will be considered.
• The successful candidate must be proficient in MS Office applications, including Word, Excel, PowerPoint, and Outlook. Defense Information System for Security (DISS) and Electronic Questionnaire for Investigations Processing (EQIP) system is required.
• Candidate must possess a customer service focus, excellent interpersonal skills, and solid oral and written communications skills to effectively interact with staff at all levels, including senior management and executive level managers.
• Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information. The ability to acquire and maintain a SECRET or above clearance is required.

TOOLS: Not Applicable

DIRECTION EXERCISED: Full discretionary authority to initiate investigations into both internal and external matters affecting the company, recommend department employee actions, develop budgets, administer financial administration and assign work as required.

DISCRETION EXERCISED: Discretionary authority to correct and discipline employees within the department. The Facility Security Manager shall recommend pay increases, transfers, promotions, discharges, and process grievances through the Director of Security and the appropriate company departments.

LIAISES WITH: Operations Department, Department Directors and Managers, Subcontractors, Suppliers, Defense Security Service, Naval Criminal Investigative Service, Department of Defense, Federal Bureau of Investigation and other local, state, and federal security organizations.

ADDITIONAL GUIDELINES: The Facility Security Manager is expected to communicate and discuss all security matters with the Director of Security prior to forwarding to executive management.
