Job Goals

To ensure the implementation of sound accounting and fiscal management services of the Baldwin County School System.
To ensure compliance with Alabama State Department of Education (ALSDE) regulations, Generally Accepted Accounting Principles (GAAP), federal Uniform Grant Guidance (2 CFR Part 200), and local board policies.

Qualifications

Bachelor’s degree with major in business administration, accounting or closely related field (marketing, business law, economics).
Minimum of five (5) years professional experience in a governmental environment, preferably within a public school system framework.
Ability to meet the suitability criteria for employment and/or certification licensure under the Alabama Child Protection Act of 1999 and Act No. 2002‐457.
Extensive knowledge of generally accepted accounting principles and procedures and their application to basic accounting transactions.
Extensive working knowledge of general office software including spreadsheets, word processing, flowcharts, and databases.
Knowledge of the Alabama State Department of Education accounting manual and McAleer/CSI accounting system preferred.
Demonstrated proficiency in oral and written communication skills.
Effective interpersonal and organizational skills.
Ability to read, analyze, and interpret data, use technology to perform job responsibilities and demonstrate excellent communication skills with the ability to effectively present information to management and public as requested.
Ability to identify and solve problems as a productive team member.
Ability to work independently and manage multiple priorities while maintaining high standards of confidentiality and accuracy.

Performance Responsibilities and Essential Functions:

Demonstrates support for the school system and its vision, goals and priorities.
Carry out designated duties as a dual Comptroller for the system-wide accounting operations, with responsibility for establishing and managing account codes and maintaining the integrity of the Chart of Accounts.
Assist in the development, entry, and tracking of original budgets and amendments for all fund sources with special emphasis on federal programs.
Monitor and support departmental budgets ensuring compliance with allowable cost principles.
Administer and supervise all receipts and disbursements in conformity with policy and administrative procedures.
Prepare journal entries as required for proper financial reporting and ensure that all transactions are accurately entered for annual preparation of financial statements.
Prepare, submit, and monitor Alabama State Department of Education reporting requirements such as the Indirect Cost Application, Excess Cost Report, budgetary reports, financial reports, and any additional supplemental schedules, as assigned.
Oversee and provide proper documentation to justify, interpret and support all financial transactions for the annual audit.
Ensure that comprehensive records are kept of all receipts and expenditures in conformity with the laws and policies of the Alabama State Department of Education, Department of Public Examiners, the federal government, and the Board of Education.
Provide financial oversight of federal and state grants to ensure compliance with all fiscal requirements under 2 CFR Part 200, EDGAR, and the Alabama State Department of Education.
Coordinate with other program directors, coordinators, and/or supervisors to ensure timely and accurate budget planning and financial reporting.
Monitor all grant-related expenditures to ensure they are reasonable, allocable, allowable, and aligned with approved budgets.
Support timely completion of federal drawdowns, Maintenance of Effort (MOE), Comparability, E-Gap, and other areas as required or assigned.
Support and aid in compliance monitoring as required or assigned.
Assist with fixed asset reporting as well as debt schedule budget and reporting as required or assigned.
Assist and train accounting staff personnel as required or assigned.
Assist as assigned with the evaluation of designated accounting personnel.
Maintain appropriate confidentiality regarding school/workplace matters.
Demonstrate initiative in identifying potential problems and/or opportunities for improvement in areas of responsibility.
Report potential problems, unusual events, or work irregularities to appropriate administrative or supervisory personnel.
Respond to inquiries, requests, constructive feedback, concerns and/or complaints in a timely and positive manner.
Maintain and submit reports, records, and correspondence in a timely and accurate manner.
Properly use and care for equipment and material resources of the school system and effectively supervise and monitor others in the care, maintenance, and use of equipment and inventory.
Serve as needed on committees, tasks forces, or other representative bodies to assist with planning, decision-making, or reporting for the school system.
Adhere to school system rules, administrative procedures, local Board policies, and state, federal, and local regulations.
Report absences and take leave in accordance with Board policies and procedures.
Perform other job‐related duties as assigned.

Terms of Employment: Twelve month position in accordance with Board approved salary schedule.

Evaluation: Performance of this job will be evaluated in accordance with provisions of the State Department of Education and/or Baldwin County Board of Education policy on evaluation of classified personnel.
